One of the primary modes of limiting administrative authority in a Windows forest is by splitting administrative duties between data administrators and service administrators. Data administrators are those who manage user accounts, com puter accounts, printers, databases, and so forth. They will be assigned the administration of an OU, for example. Service administrators manage the infra structure of the Active Directory network. They will be members of Domain Admins and Enterprise Admins. Service administrators, because of their membership in domain and enterprise administrative groups, will have the authority to manipulate the data managed by data administrators. In this sense, they can also be data administrators. However, they should not exercise this authority except where necessary to correct improper data administration functions or to manage other service administrators and service administrator workstations. Data administrators can be prevented from administering network infrastructure services that is, from performing the role of service administrators. Both types of administrative work should be mon itored, and any attempts at misuse of authority should be investigated.

Although data administrators manage user and computer accounts, they should not be given authority over service administrator accounts or computers. Service administra tors will have to be responsible for managing their own data. To protect service admin istrator accounts: 1. Create a top-level OU to be used for management of service administrator accounts and their computer accounts. 2. Place the computer accounts of service administrators in the OU. 3. Place the user accounts of service administrators in this OU. 4. Establish an account or group that will be responsible for the management of this OU, and provide them that control over the OU. Remove the ability of other administrative groups to exercise this type of control over the OU. Of course, ser vice administrators might have the ability to take control of the OU and grant themselves this privilege. However, if you audit and look for these attempts, you can correct the situation.
